If you are looking for a hardware solution, that would be easy to do with
an arduino. I used an old keybed and an arduino with an LED display and a
pot to create my own MIDI controller that allows me to manually dial in the
velocity. You could omit the keybed, and just have the arduino replace the
velocity with the desired level.
