A tool I've used a lot for your kind of problem is Midiox. Use the programmable filters. That feature takes a little experimentation to get right. You'll need to use virtual MIDI ports like loopmidi so you have a MIDI chain for processing.

to be placed in the incoming MIDI track and set to a fixed value of 127 (in my case)

Download the M-Audio Control Center software for that keyboard and you should be able to adjust the velocity curve to something like an on/off square.

I'm using a small M-AUDIO Keystation61 MK3 MIDI keyboard
to record notes in my Sonar X3 DAW.
I'm connected through USB cable and it works fine.
Since I'm not a keyboard player I'm not used to velocity playing 'awareness'
so I get many different velocity recorded while I play this keyboard.
This can be annoying when I play organ or some synth plugins.
So.. I'd like to 'fix' all the MIDI notes to full velocity when I desire it
but I could,nt find a way to do it.
Sonar as no MIDI settings for velocity that I could fix to 127 (max)
So I need a third party utility that would 'intercepts' and correct the incoming MIDI notes
And readjust the velocities before reaching to my DAW.
My keyboard has both USB and DIN 5pins MIDI out connectors.
I could build a small box with MIDI IN/OUT that would do the velocity correction
but to me it's like re-inventing the wheel.
I do prefer to stick with my USB cable only but will not go to USB programing requirements
for an external box I would build.

So.. any suggestions for a small application that would do that ?
