And in both cases the cpu usage by the OS is miniscule on modern cpus when 
you're only running a single audio app. The dropouts are due to poor 
scheduling algorithms and/or drivers that lock the kernel for too long.

The same dropouts would very likely occur even if you disabled the GUI 
(which was possible at least on windows 2000).
