That certainly sounds like a possibility (though it's hard to say without 
data on either device or an example circuit). The nearest I have seen is the 
Siel Opera 6 which uses SSM2031 analogue high-frequency oscillators to clock 
TMS3631s in the way you describe.

It might help to know what synth/instrument you have found these devices in.
