You might try a product called "wadding polish"
on rusty metal. It is a cotton wadding (like
matress stuffing) soaked in a petroleum distillate...
It removes all rust and leaves a somewhat protective
film after you polish.
If you were coing to paint of clear coat, I'd
rinse that with alcohol first
