I don't know what you mean by "for electronics to be exposed to." 
What I can say is that the best rust treatment I've ever seen is 
Loctite's Extend:

It chemically reacts with rust to form a rust-resistant, paintable 
surface. Pretty neat stuff. Gotta love those chemists!
