Euro Circuits say..

"The layer is thin and porous (100 times thinner than a human hair).  
Handling and storage becomes more important. Aging treatments for 6 
Hours at 155°C result in significant degrading in wetting."

So I'm not so sure about the wire brush.  And, yes definitely sealing 
the PCBs from air is a good idea, but the supplier of the Immersion 
Silver process in question here says this:

"Silver will discolour in contact with sulfides and chlorides. PCB's 
should be supplied in sealed plastic bags not containing PVC and 
Silicagel. If these guidelines are followed, the shelflife for PCB's 
with the Sterling Silver immersion Silver Finish is minimum 12 months"

So they are saying that even sealing in bags the shelflife is only a 
"minimum 12 months".
