Of all the possible problems, I wouldn't expect the 
tarnishing of unused PCBs to be significant.
Because, you can simply wire brush them
(whatever they are made of).
And, so far as silver is concerned, if you
keep it in a ziplock bag, I doubt it will
tarnish.
