  Most swirching supplies need a minimum load on
  the main power output (usually 5V for a computer
  supply).  If its a 200W supply (tiny by todays standards)...
  and you need a 10% load (might be HIGHER(...
  
  You need to burn 20W...  Thats a small soldering iron, eh ???
  
  In real life its probably worse :^P
  
  If you do not make the minimum load, the supply will cycle on and off...
  often in the audio range.
  
  Computer power supplies do not need to be real quiet, as a rule... The EMI
  will be awful. They will often rely on the computer case for additional shielding.
  
  I would avoid computer switchers like the plague. In fact, years ago I retrofitted
  a 286 computer with a LINEAR supply to make it silent acoustically, and 
  electrically.  That won't work today...
