[sdiy] gate CV being held above 0V when off - why?

Hello all,
I am working on a modified x0xb0x (DIY tb-303 clone w/ improved sequencer;

I have added various CV outputs so that I can step-sequence CVs and also do
MIDI->CV...
A funny thing is happening to the gate-CV output when I plug it into my
Voyager's Gate Input... when the x0xb0x asserts high, the voltage is
correct... but when it asserts low, the voltage is being held at some
positive voltage... around +3V or so IIRC.
I have verified that Gate "low" puts out 0V when the x0xb0x is not
connected, or when it is connected to one of the Voyager's continuous-CV
(non-gate) inputs, such as the Volume CV in... it works normally except when
connected to the Gate input of the Voyager.
I know that the voyager input is fine and works with all
professionally-constructed gate outputs... so there is something not good
about my gate output. Can anyone offer suggestions, or tell me what
additional info would be useful? Could I just apply a negative bias to the
gate output to bring "low" down to 0V when connected to the voyager? or is
there a better way?
