The main problem re decoupling/bypass when using a TL074 is those hair width
wires between the chip carrier and the chip die. Users of the IC package
simply cannot get decoupling in that close where it's really needed, thus a
072 or even an 071 can be more appropriate. 

If the op-amps are mostly just dealing with slow moving or DC voltages, a
074 is fine and dandy. If you are processing fast moving or edged waveforms,
it is a good idea to group op-amps so they don't interefere with each other
- thus the use of 072s, and 071s where an 074 initially appears to be
appropriate.
