In Germany, we also have an unbalanced power, 230V. (Actually that's part
of a 3-phase system, so there is symmetry of another kind in there).
The problem is that all our plugs are completely symmetrical, so we have
a 50% chance of getting the hot wire and 50% of getting the cold wire.
Fortunately, we have a separate protection GND - this is where a 
metal enclosure will be connected. But of the two power lines, we never
know.
