Sure! You can download the JEDEC standard from JEDEC themselfs for free!

You want JEDEC Standard JESD3-C "Standard Data Transfer Format Between
Data Preparation System and Programmable Logic Device
Programmer". It's a 1.6 MB PDF file containing 40 pages.

The JEDEC format isn't that difficult to understand. I have
reverse-engineered the content of PAL chips from their JEDEC files
using (glup) Emacs (fundamental mode - nothing fancy) and a AMD PAL
databook ;O)
