[sdiy] 19 rack panel strangeness

Semi-off-topic, but anyway...

I snagged a rack at work (whoo-hoo!) and started 
putting some of my stuff in it. I have a cheap dj 
mixer that I found has a weird size and hole layout. 
It took me much longer to figure out what the source 
of weirdness was than it should have. :)

The panel is 11" high and has 2 screw holes on each side.
So I use both the screws on each side.
Now there is 5/8" space top AND bottom.
I can (maybe) understand a space at the top for cables, 
but not top and bottom.

I can slide it down and have about a *2/3 U* space at 
the top. Don't remember if any screws fit.

I will probably do some combination of cutting, 
drilling, and/or ignoring the problem. 

Were they stupid and lazy when they built it or do I 
just not understand something?
