[sdiy] Rotary encoder DIY?

look at bottom of the page, looks like it could be a Do it Yourself
rotary encoder... (please, spare the sheet, its crap, but useable)

which puts me to the second question...

I Know that there are special IC's on market that act as a digitally
increaseable/decreaseable resistor.
(probably for push-buttons on stereo for volume or something)

now combine this with the rotary encoder above...

digital pots?

any1 have any suggestions for implementation for this?
