I know the box you've got...I've built a couple of guitar amps into ones
like that...the single flat piece is meant to go on the bottom, and the rest
of a somewhat self contained top, which would house your tubes,
transformers, controls, etc.

Since you've got the 17" wide chassis, you only need to expand it by 1" on
each side.  You can get aluminum right-angle channel at most hardware
stores, then cut & drill it to size.  It comes in 3' or 4' pieces for $5 or so.

Whehn Radioshack.com was TechAmerica.com, they had some plain aluminum
sheets, that came in a couple of thicknesses.  Since I haven't sene their
paper catalog in ages, I don't know of they still have them.  They were all
19" wide, and I think they may have come in 12", 18" or similar lengths.
You could use one of these as both a front panel, and the rack ears.

If you want ground-up rack enclosures, check out http://www.sescom.com for
some reasonably affordable ones.  I'm sure there are others, but they'e the
ones I can recall off the top of my head.
