Similar problem at my job.  I work for a University radio station, and when 
things die, we're supposed to send them to Property Dispositions.  This is 
both good and bad - other departments do it, and Dispo is cheap ($5 for a 
tube noisegen, may or may not work).  However, for me to snag something 
from CBN's dead-stuff requires getting to it before Dispo earmarks it.  If 
its not on their list, it can disappear without comment.  This has netted 
me several parts-machines, a nice 4 foot metal ventilated rack, a 16x4x2 
Ramsa mixer!!!!, and other fun things.  However, I've also watched a used 
o-scope and a couple still working reel-to-reels get dumped to Dispo, and 
then snapped up before I could get there....

Way things work, I suppose.
