    That is not going to be an easy task.   Protel Atutotrax and Gerber Files
basically describe the position of an object, and it's shape, where as a PCX
file is basically just a bit map, I do believe (I could be wrong about that).
I have always found it easier to just make a new PCB file from a
picture....better yet, if there is a schematic, I will redraw the schematic
with Orcad and then you can get a netlist which makes doing the board even
easier.

    P.S. I do have a bunch of Protel Autotrax utilities that I wrote myself on
my website http://www.silcom.com/~patchell .  But there is nothing there that
will do what you want... :-(
