PCX is a bit map, Gerber is vector data. While I'm sure you could vectorise
your bitmap the results would not be very good and would need a fair degree
of tidying up before converting to Gerber. You may also want to fill in the
drill holes on the pads and make them a bit bigger before conversion - the
amount of land left on those pads looks a bit on the small side to me. 

HPGL to Gerber could be done through something like CamCad but I can't
remember if the shareware/demo version of CamCad has HPGL in. If it does,
then HPGL to Gerber can be done by mapping pen widths to apertures - this
would of course then 'draw' all your pads rather than flashing them. Your
fab shop will love you - obviously this ain't a problem if you're doing the
fab yourself.

My advice [FWIW]: redraw the thing using your layout program - it'll be just
as quick in the long run and give superior results.
