The Refurbishing can be done after the problem solvening, when he can be sure, that there are no issues. The basic principle is here: don't change two things at the same time. If you would do so, you will have serious troubles to find which of the changes caused a problem. As a concrete example: if you have ripple on a supply voltage, the don't do a complete recapping.
