Yamaha CS80

I'm not understanding your question.  Which pin did you check key pressure on the 4051 from?  I wouldn't even bother trying to troubleshoot aftertouch or velocity before you replace the tantalum unless it was working OK before you replaced the 1uf electrolytic caps.
