If everything is connected as "normal," capacitors should discharge
through the circuits within a short time (say, 30 seconds) of removing
power.� If the power supply is being tested without any load on it,
then yes, the capacitors can retain a charge for a long time.� To
discharge, use something on the order of a 100-ohm, 2-watt resistor and
place it across the terminals of the capacitor until the voltage drops
to near 0 (usually about 10 seconds, but it depends on the capacitor).�
