Hugh, It's fixed!!!! First off the first op amp was dead. (IC801). Secondly while removing the op amp the top trace (double sided board) was broken from 805->pin 1. That was it. Got oscillation now. THANKS! Aron p.s. thanks for reminding me of basically troubleshooting - continuity test and measurements!
