Is it? I think that's what people are complaining about. In my case USPS often just says "Electronically Notified" or similar *forever*. All the recipient has to do is say they never received it and I have no proof I actually mailed it. I'm certainly not going to wait in line at the Post Office in order to add on extra services that yield more info though.
