as a rule of thumb, I look at the ratings of any electrolytics in the vicinity, & start with a variable DC power supply around half what I see, current limited. slowly increase the voltage until the whatever it is sems to be working happily.
but that's a last resort & presumes that a lab bench supply is easily available.
is nothing left of the original supply to get clues from?
