The 16' drawbar played in the lowest octave of the keyboards is very quiet. Almost can't hear it at all even with the Leslie and organ full volume. What could cause this?

The 16' drawbar played in the lowest octave of the keyboards is very quiet. Almost can't hear it at all even with the Leslie and organ full volume. What could cause this?
