Octave Cat troubles

I recently picked up an Octave Cat SRM, and upon recieving it in the 
mail found it would not show any signs of life. Suspecting a blown 
fuse, I opened the unit up to find the obvious culprit. After replacing 
the blown fuse with a new fuse of the same specs, the unit turned on 
(well, sort of). The power LED did not light, however the LFO rate LED 
lit and responded to movement of the rate slider. That is, until the 
synth went dark again and the fuse had blown about 20 seconds after 
turning it on. Tried this again, this time seeing if I could get any 
sound out of the unit (which I couldn't) and once again the fuse blew. 
There doesn't appear to be any physical damage to the synth from 
shipping, nothing appears loose or etc, no obvious shorts.. Seems to me 
like the keyboard wasn't exactly in "excellent working condition" as 
advertised. Don't you love Ebay?

Any tips on where to start looking? Does this sound like a power supply 
issue or something more involved? Would most electronic technicians or 
repair shops be able to troubleshoot this board provided with the 
service manual, or should this job be referred to an analog synth tech?
