I'm not sure what exactly your problem is but I had a problem where the -5 volt supply was shorted and caused the +5 volt supply to rise to 7.3v. (voltage divider going into IC2, IC2 was really hot as well) I just replaced some of the decoupling caps on the -5v rails and it seems to work so far.
