Calibration - cannot set Cutoff to read 0V

Armed with a couple of scopes, I thought I'd have a go at doing a complete adjustment procedure which was impossible before. However, I hit a snag in Section 4.3 KLM-366 VCF Resonance Adjustment.
I turn the Cutoff Pot to its max to try and reach 0V. Unfortunately, it sticks to something like -300mV. It also appears that the value read remains at -300mV for a good range of the physical pot motion above the half-way point.
