How to tell if Opto Couper is dead?

I'm working on a poly 6 and I'm having trouble trying to tune it. I can get it in tune to C on a single octave but I can't seem to get anywhere near the range on the trimpots to scale it correctly across the keyboard.

I have done some reading on the forum and people had said to check chip at PC1 on KLM 366. Could someone walk me thru how one goes about testing the functionality of this chip/opto coupler?

Those are pretty much the exact symptoms of the opto coupler failure.
Considering the cost of the new parts I don't know how much testing I'd do.
Get a new one in there and adjust the resistor accordingly.
