Polysix No Sound, Problem Isolated To Voice Board ( board tested in working p6)

I am trying to diagnose a voice board with no output,
The voice lights are coming on with key presses and I hear a faint clicking when the voices fire but no sound otherwise. I know it is a problem with the voice board because I tested it with another voice board and it's fine.
I tok readings of ic4 and ic5 ( the gate chip from the tape enable switch) and they match the working board.
ANY IDEAS?
