Yes, it's the universal standard. Some areas use 1.2 some use 1,2
etc.. so.. to make it easy, you put the modifier where the decimal
goes.

I would guess so. I don't know how critical it is, but you might want
to look for a 1% resistor, or measure them until you find one that is
as close as possible to your desired value. I always use 1/4W carbons
because I buy them in bulk for $.01 each.

I've ordered the Vactec VTL5C3 from Smallbear.
