ARP, POLY, UNI, CHORD, and HOLD are all driven by the key assigner CPU via 4174 chip IC2 on the KLM-366 board. Is the key assigner CPU working at all? Do the voice LED's respond when keys are pressed? Do any of those LED's change if you press switches? I guess you could try re-seating the key assigner CPU in its socket if not, although you'd be pretty lucky if that had any effect. Maybe check the voltage on the reset input to the key assigner (pin 4) and make sure it's high (above 2.4 volts) If not, then that chip will be held in reset and won't turn the LED's off or do anything else for that matter.
