Hi Josh,
Looks like D0 is the input for both Bank A and Program LED 1. If that
is not connected to the KLM367 correctly, and is just floating, it would probably be high, and those LEDs would turn on. Or if D0 is hosed on the KLM367 bd.

Caught a disconnected trace from IC31 and pin 2 of the Resistor Array and successfully jumpered it, as well as fixed the broken trace on the MG control board as mentioned in another thread. I also found that a white wire was disconnected from the the cable between KLM-367 and that control board, so repaired that as well, and in addition, had to swap power distribution board.
Now, what I can see is that both Bank A and Program Led 1 are always on. If I press Bank B and Program 2, then 4 LEDs remain on, as Bank A and LED 1 are still on...
