The patch RAM memory chip is IC 32 TC5514 APL-3 on the KLM367 board. It is
very close to the battery. The 8089 on the KLM-366 is the CPU/ROM for the
key assigner circuit as is not related to patch memory.

If you still have two LEDs turned on (7 and 8) when Tape is Disabled, then
you probably still have a problem with a bad trace in the data bus (D0-D7)
on the KLM-267 board going to CN10. This would also mess up the memory
access.

IC 6 is that you want to find.
You can find it under a keyboard assembley on KLM-366B, beneath the IC
there is a blue socket.
This IC is 8089, a famous chip family of Intel 8048.
I don't know it is available in U.S., but you could still find second sauce
ICs.
An example, my Polysix, made in Japan, uses second sauce 8089
manufactured by NEC.
The 2nd sauces are a little different from its original, memory
transfer speed etc.
If you hasitate to use second sauces, you'd better consult Datasheets,
or obtain another one that is used in your Polisix
