Errrr....yes to the first on, and no to the second.

There WAS a report put out that was announced by BBC - Scotland, though I don't think it was done by the NHS (National Health Service)
As a resident of Scotland, the report doesn't surprise me at all - I've probably contributed to it, as a drinker! I and Mike Dickson were going to improve the figures, but he's called off, for domestic reasons, I think.
The second one is a spoof. As a non-catholic, I can't accurately comment on the drinking habits of priests, but I've heard that some of them can really put it away. The 'report' is based on the Anglo-Irish TV sit-com "Father Ted", about 2 priests on Craggy Island, off the west coast of Ireland. The picture shows the non-practicing priest 'Father Jack' (played by Frank Kelly), who will drink anything - whisky, turps, oven cleaner and (when desperate) Toilet Duck, which is a toilet cleaning solution. Look up "Father Ted" on Wikipedia.
