Flash utility for downloading ...need a Help

Hi, I have a MBC2130 development kit for LPC2138 . I am able to download through JTAG-ULINK(KEIL) debuger. But i couldn't able to download through Philips Flash utility . Is there any special care has to be taken for downloading.. a special thanks in advance.. regards Haroun Ansari
