It's actually very easy, you don't need to build the tool chain. 
Download the Cygwin gcc 3.4 binaries from

http://www.gnuarm.com/

Run the setup wizard (make sure you install Cygwin), add 
c:\gnuarm\bin to your path and you are ready to compile your first 
program. It would be a good idea to join the gnuarm group.
