Here are some points to mention:
1. As I see you are running from FLASH. Correct? If
yes you need to set MEMMAP = 1, at initialization.
2. In this case ensure that at address 0x00000018 you
have this:
 ldr pc, [pc, #-0xFF0]
or similar code.
