Cortex-M3 is Thumb-2 yes, but more than that it's v7M.  Thumb-2 has been
around for a little in the GNU toolchain.

Compilation is only half the story.  v7M and ADIv5 are significantly
different to ARMv6T2 and ARM7DI.
