I saw one of the Japanese ministers on TV a few months ago saying that 
they didn't like the treaty because it doesn't count the affect of the 
forests of Japan. It seemed Japan felt pressured into accepting in the 
first place. However, things may have changed since then.

Like it or not, Japan is taking effort for reduction of CO2.

It is hard for every country to reduce CO2.  There are people in every 
country who see instant benefit rather than collapse in the future.  But 
the reduction must be done, otherwise the whole world suffers.

Its not a matter of liking it or now. It is a fact. Japan did not want to 
sign the treaty. They said that the CO2 reduction from forests were not 
taken into account - this is after Bush made his statement. Now in the 
meantime, Japan was pressured to accept it - maybe with some compromises.

Move to quarantaine
