Omni on/off and MIDI receive channel

A little update,

I successfully created a omni auto/off global parameter. Now, I can
power up the EX800 and it will begin operation in Omni Off mode.

I also tweaked the start up initializations so that the MIDI Rx
channel parameter (85) is not reset at start up but keeps its value
when you power up.

Small things but nice to have.

User initiated patch sysex dump

And I also finished global parameter 11 option 15.

This the user activated single patch sysex dump command.

When you execute the command the EX800 sends a sysex dump of the
currently selected single patch.

both those bugs annoy me VERY much, it's great to have them fixed. especially the omni off!
