I would start by checking that all of the cables that go from the tuning board and the joystick board are all plugged in and working correctly.

I would also check the power supply rails (both +5V and -5V).

Then I would check that the ground is OK on those boards too.

Hello Poly fans, me again, trying to revive my post. Any suggestion
from all you gurus regarding the problem exhibited by my Poly? I hope
it is not such a strange or difficult condition to fix...

Please let me know if the video is clear enough or if more information
is needed.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
