It blinks, huh?  Well now, maybe it's waiting for you to press one of
the numbered patch buttons, have you tried that?  There should be 
sounds on every one, new ones too, unless the previous owner sold
you an empty cart. Or the battery might be dead. I saw the item on
e-bay & I don't remember if it said that it was loaded with sounds.
All you should have to do is push the cartridge button & then go through
the patch numbers.  You've got it with the writing facing towards you, right?
I've got an RC-16 cart that will go in either way, but will only work if
it's facing me.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
