Hi,
Sounds like the drive can't read the diskette. To fully diagnose the problem
we need to know what the LCD says. e.g. Boot in Progess or This Will Take a
While. However the first steps are:
1) Clean the head with head cleaner/isopropanol
2) Check the floppy drive cable is well seated at both ends, its unlikely to
be a problem though
3) Use the newest OS diskette you have, and see if its the same problem with
upper and lower drives.
If head cleaning doesn't work then its either worn out media, duff drive(s)
and last of all a problem with the floppy controller chip.
Hope this helps. I'll get some of the disk diagnosis text from the service
manual onto the web site.

my eII had in former times problems with detecting change of disk
occuring randomly but normally load disks well, no read error. But
now it doesn't detec even during boot that there are disks inside, it
scans the drives and they even spin but pretend that there is nothing
inside. Do anybody had this before, I guess it is a mechanicly
problem.
