there isn't one i don't think ...
closest you'll get is an environment for Logic ?..
(i recall someone mentioning this--)

there are a lot of sid editors for computers. but i havent found one that 
is easy enough for me to use. but here's one "www.vibrants.dk" good luck
  there is actually a program that can FULLY emulate a c64 on your pc, with 
support for all the old peripherals. i'll try to find a link to it.
