Param Locks in v 1.20 how do i do them?

For some reason i cant get the param locks to work in the new OS could
someone else go step by step in doing a lock.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
