Is the tape interface the only way to add or store sounds, or can it be done via midi/sysex?

Sysex can be used!
Coaxing the Polaris to send out may be challenging but I had no problem using Uni-Man on an Atari ST to send Sysex to my Chroma Polaris.
I Imagine MIDI OX could be used from PC.

Yes you can use Midi Ox on the PC.
