CGS28 Sequential Switch in COA Canon Engine Panel

I am having a few issues with the Seq Switches in the panel. I should probably note that I am running on 15V. I had fully built the 3 CGS28 modules and when I wired them up only one was working. I swapped the chips from the working one to the non-working ones and they worked fine. I tracked it down to the TL074. I tried a whole batch of TL074's in the circuit and only a few of them worked properly. I had no issues using the "bad" TL074's in circuits other than the CGS 28.
I am still having an issue where all 3 of them will not reset when in UP mode. There also seems to be a really high voltage that measures out of the UP/Down jack. Is this normal?
Another issue that I am having is that the CV output and Inverted output drops in voltage if more than one of the Seq Switches are on the same step. Would this be because there are 3 of them wired in parallel?
