4-channel gate sequencer cgs07 problem

apologies if this has been addressed here but i could not find it.

i have a 4-channel gate sequencer with a problem i want to hunt down again.
whenever three or more channels are active on one stage, the gate sequencer skips the following step. example:

loop mode
chan 1,2,3 active (up) on stage 2
=stage 3 is skipped

this results in a 7-step sequence. this is true for stages 1-7.
any combination of three channels on one stage results in this behavior.

any help is appreciated. thanks!

Try adding more decoupling capacitors especially around the 4017. both 100n
and 10uF.
Also add them to the buffer boards.
